CURRENT OPPORTUNITY:    Human Resources Manager - Tigard, OR

JOB DESCRIPTION:  The human resources manager’s primary purpose is to design, plan and implements human resources programs and policies including staffing, compensation, benefits, employee relations, training, and health and safety programs. Collects and analyzes HR data, and then makes recommendations to management.  Oversees and establishes procedures for paperwork completion for functional area.  Prepares internal employee communications regarding compensation, benefits, or company policies. Familiar with a variety of the field’s concepts, practices, and procedures.  Relies on judgment and extensive experience to plan and accomplish goals. Performs a wide variety of tasks. Requires excellent attention to details. Able to maintain confidential information.  Provides daily guidance on payroll and benefits issues to Payroll/Benefits Administrator 

ESSENTIAL DUTIES AND RESPONSIBILITIES –

  • Manages recruitment effort for all exempt and nonexempt personnel, students and temporary employees; includes development of employment advertisements and pre-screening.
  • Conducts new-employee orientations, branch manager human resources training, and other training needs as required.
  • Develop and administer company compensation program to include job analysis, job descriptions, and salary ranges for all exempt and non-exempt positions.
  • Serves as point-of-contact for employees and providers for all benefit-related questions and problem-resolution. Serves as COBRA and FMLA administrator for the company.
  • Employee relations counseling, outplacement counseling, and exit interviews.
  • Provide guidance to executives, managers, supervisors and employees on various human resource issues in all locations.
  • Maintain employee handbook policies and procedures
  • Applies for state return-to-work program assistance and works with managers to modify duties for injured workers.
  • Manages safety training & programs for OSHA compliance in all locations.
  • Oversee personnel filing system, to include addressing HIPAA regulations, and other state and federal legal compliance issues.
  • Supervise Payroll/Benefit Administrator.
  • Responsible to insure company is in compliance with all jurisdictions.
  • Manages medical and personal leaves.

 QUALIFICATIONS AND EXPERIENCE:  The requirements listed below are representative of the knowledge, skill, and/or ability required:

  • Typically requires Bachelor’s Degree.
  • PHR or SHRM-CP preferred.
  • Minimum of 4 years’ experience performing all aspects of Human Resources functions as listed in job description. 
  • Must be able to maintain confidential information.
  • Must have strong written and verbal communication skills. 
  • Must be extremely proficient in Microsoft Word, Excel and Outlook.
  • Must be a quick learner of additional HRIS programs as needed.
  • Must have excellent attention to detail.
  • Must have exceptional problem solving and organizational skills.
  • Must be willing to work additional hours as needed.
